The City of San Diego Planning Department requests input on infrastructure project priorities. Those recommendations are incorporated into 5 year capital infrastructure program. Information about the program can be found at this link: https://www.sandiego.gov/cip/reports. Planning Groups are asked to make recommendations for this program. Individuals can also make infrastructure recommendations at this link. The Mira Mesa Community Planning Group made a set of 21 recommendations derived from the Mira Mesa Community Plan and the Unfunded Park Needs list which is maintained by the park and recreation department. The recommendations are listed below:
- Carroll Canyon Road Extension west from Camino Santa Fe to Interstate 805. This is the “missing link” that is the City’s responsibility to build from Camino Santa Fe west to the existing Carroll Canyon Road.
- Recreation Center in the new Bruce Brown Community Park. The development of the 3Roots project includes the development of Mira Mesa’s second community park, which will be named for long time Mira Mesa volunteer Bruce Brown. The developer will construct the park and associated amenities, with a space left for a new recreation center. It is the City’s responsibility to fund and construct the recreation center.
- Second Mira Mesa Library. The current Mira Mesa Library opened in 1994 and is 20,000 square feet. Sitting in the heart of our community, it provides valuable resources to the nearly 80,000 residents that call Mira Mesa home. With the additional population expected in the Mira Mesa Community Plan, an additional library in Mira Mesa will be needed.
- Additional Fire Station. The Mira Mesa Community Plan identifies the need for a new fire station near Camino Santa Fe and Miramar Road. Given the growth in population, particularly on the western end of Mira Mesa, appropriate funding must begin to be set aside to identify a parcel and begin the process to purchase the site.
- Transit, Bike, and Pedestrian Projects in accordance with the Community Plan Update. The Mira Mesa Community Plan Update states, “The Community Plan envisions expanding personal mobility options for Mira Mesa residents, employees, and visitors alike and promoting a safe and sustainable transportation system that meets the needs of people of all ages and abilities.” To that end, the Plan identifies various mobility improvements that would help achieve this goal. The City needs to properly plan and allocate an appropriate level of funding to begin implementation of these strategies sooner, rather than later. This includes, as a priority, the funding of bike lanes along Camino Santa Fe from Carroll Road to Miramar Road, as well as Class IV protected bike lanes along Mira Mesa Blvd between Camino Santa Fe and Camino Ruiz.
- Canyon Hills Resource Park. The Canyon Hills Resource Park is located on the hilltop just south of Mercy Road. The project provides for the design and construction of neighborhood park amenities. This includes picnic areas, interpretive signs, benches, and landscaping and walking paths. The site was purchased for a park in 1989. While the GDP has been adopted, funding for park improvements have yet to be allocated.
- Feasibility Analysis of expansion or replacement of the Mira Mesa Community Park Recreation Center. An expansion, or replacement, of the existing recreation center is needed. A feasibility analysis is requested to determine the cost and best options to either expand or replace the current recreation center.
- Breen Neighborhood Park improvements. Repair existing shade structure by reinforcing roof and design and construct a shade structure over the tot lot.
- Camino Ruiz Neighborhood Park improvements. Enhance shade structure, install security cameras throughout park, Design and construct a shade structure over the tot lot.
- Hourglass Field Community Park improvements. Install doors to separate gymnasium from reception area, Construct shade structure over the tot lot.
- Christa McAuliffe Neighborhood Park improvements. Security lighting improvements, Repair/replace concrete pads and walkways, Design and construct a shade structure over the tot lot.
- Mesa Viking Park improvements. Design and construct a picnic shelter at the picnic area near the playground; install security lighting throughout the park. Design and construct a restroom for the park. Design and construct a shade structure over the tot lot. Design and construct a picnic shelter at the picnic area near the playground. Add security lighting throughout the park. Design and construct a restroom for the park. Design and construct shade structure over the tot lot.
- Sandburg Neighborhood Park improvements. Design and construct a picnic shelter near the playground. Finish the undeveloped part of the park. Design and construct a shade structure over the tot lot.
- Westview Neighborhood Park improvements. Finish the undeveloped part of the park. Design and construct a shade structure over the playground for ages 2-5.
- Sorrento Peñasquitos Overlook Pocket Park/Trail. New Passive use park with scenic overlook features.
- Lopez Ridge Park improvements. Play areas, picnic facilities, gazebo, splash pad, Pétanque/bocce court, and pickleball court.
- Los Peñasquitos View Linear Park at Menkar. Linear park on public right-of-way.
- Zapata Street Pocket Park. Public Park on city-owned land with canyon views.
- Hickman Elementary School future joint-use agreement with SDUSD.
- Sandburg Elementary School future joint-use agreement with SDUSD.
- Calle Cristobal Natural Park. Passive-use Park on City-owned land. Calle Cristobal Trailhead Pocket Park. Trail and staging area park. Calle Cristobal Trail. Approximately 1.23 miles of trails.
